It seems you have some definite ideas about the treadle grinder you're planning on building. I had also toyed with the idea of casting a concrete/square holed grinding wheel but never got much past the design phase. The design attached has been sitting in my 'projects to do' folder for a long while now, but might help a bit in your design process.
Growing up in the 1970s I had my grandfather next door (born 1900). He had a 3 foot (ish) sand stone foot powered grinding wheel. I love to sharpen the garden tools with it as a child. Though the wood has rotted, my dad (and I guess I) still have the wheel and the metal bits. We will be remaking the base for it during this winter.

The only ones I've ever seen/used that were worth messing with weren't belt driven, but crank driven like a piston connecting rod and used a very large grinding wheel a couple feet in diameter. They used the large diameter to get the surface speed instead of RPMs.
